  • MassDOT has requested studies regarding relocation of operations in order to assess property utilization. The study process tests the carrying capacity of a site, based on various forms of programming including agency space standards, space planning conventions, and analysis of utilization within site constraints. Each study includes: a program statement including spatial and relationship requirements; alternative architectural and civil engineering designs and a preferred physical solution; three-dimensional views and exterior elevations; and a construction cost estimate.

    Three potential sites have been studied—Conley Access Road, South Boston; Cypher Street, South Boston; and Granite Avenue, Milton. Key operations studied for relocation or co-relocation include: the Central Maintenance Facility (CMF) currently on D Street, South Boston; the Highway Operations Center (HOC) currently at 50 MassPort Haul Road; and Division 6 Headquarters currently at 185 Kneeland Street.

    • Resiliency informs potential relocation, as many crucial MassDOT functions are presently located in low-lying areas
